Community Meeting Room Use

The meeting rooms of Grand County Library District are primarily designed for Library programs and use. First priority in scheduling the use of meeting rooms is reserved for Library purposes. When no Library use has been scheduled, the meeting rooms will be available, for use by non-profit community groups for public functions that further the achievement of the Library's Mission Statement.

Designated space is available to the public on an "equitable basis regardless of the belief or affiliations of the individuals or groups requesting the space." (Library Bill of Rights, Article 6). No group will be guaranteed space on a continuing basis.

The rooms will not be made available for commercial programs by profit-making entities.

Permission to use meeting rooms does not constitute an endorsement by the Library of the group's policies or beliefs.

Restrictions

  • Groups reserving meeting room facilities are solely responsible for obtaining appropriate insurance and any permits or licenses required by any governing entity for their specific activity.
  • The library cannot accept continuing reservations from any group.
  • Meeting rooms are not available for social functions, religious services, or political campaigning.
  • All meetings must remain open to Library staff members.
  • Individual branches determine meeting room hours.
  • Invitations or press releases should not be issued until the specific meeting room reservation has been confirmed. Publicity materials must be submitted for approval to the Branch Librarian. Publicity materials, invitations, flyers and press releases must clearly indicate the sponsoring group or organization and may not list or imply the Library as co-sponsor of an event, or list a library telephone number as a contact for information, without express permission of the Branch Librarian.
  • The Library reserves the right to cancel or refuse meetings at any time.
  • The Library reserves the right to impose additional rules or regulations upon any group if deemed necessary by the Librarian or Library Director.
  • Groups may apply to the Library Board for variance. The Board will consider their application at the Library Board's next regularly scheduled meeting.

Reservations

Reservations can be made up to two months in advance. For instance, to book for August 5, a reservation would be accepted on June 5.

One person shall be designated by the group to officially represent that organization and be the agent in communication with the Library. The person responsible for the group agrees to follow the policy above and will:

  • hold a valid Grand County Library District library card and be 18 years of age or older. Those not holding a GCLD library card will pa a usage fee.
  • sign the reservation form and fill out the request for equipment and furnishings
  • schedule an appointment for and walk through the meeting room with a staff member for an explanation of opening and closing procedures and use of the security system. This appointment for a walk through will be done at least twenty-four hours before the meeting time.
  • pick up the key for the meeting room during Library hours no more than twenty-four hours in advance of the meeting.
  • be present for the opening and closing of the room and set the security for the room.
  • be responsible for participants and facility.
  • notify the Library as early as possible if a cancellation is necessary.

Regulations

  • Users of meeting rooms are responsible for setting up tables and chairs and for cleanup within the hours reserved. The room should be left in the same condition as it was found.
  • During open hours, users must notify a Library staff member when the meeting room has been cleared.
  • Groups using meeting rooms are responsible for seeing that Library property is protected. Any group leaving the room in poor condition may be charged for damages and/or denied another reservation.
  • No pins, staples, tacks or tape will be used upon the floors or walls.
  • Children of those attending meetings should not be left unattended in the Library during meeting room use. Children under 7 must be under direct supervision at all times.
  • Alcoholic beverages are not permitted on the premises nor is smoking permitted in any part of the library.
  • Food and non-alcoholic beverages will be allowed.
